Have you checked that the wastegate actuator isn't jammed open and thus no boost?

Edit:

Or, inlet pipes going flat under vacuum.

Have you seen this thread?

Hi Meanchris, thanks for the link, As I thought I,ve no ECU.  I,ll get the pump checked and hoses looked at too. but all the symptoms, such as dropping a cog before getting back up to speed are typical of my vehicle. My previous 2.5tdi Fiat Hymer, never seamed to suffer the same lack of power issue, and as a trailer designer in my previous life!!! used to tow huge mileages with little effect on speed

Not the pump, but the turbo wastegate actuator.

If the actuator piston seizes up, (and they do, our 2.8's seized shut and was overboosting), and it seizes with the wastegate open, there won't be any turbo boost. The resulting 2.5D engine will be sluggish to say the least, we had one of those too.

To check the wastegate actuator is relatively easy, and I was able to free ours with a pair of pliers.

You could ask a competent mechanic to check this, it should take ten minutes.

It's an Executive Roger, so almost certainly a Peugeot AFAIK.

It looks as though the vehicle doesn't have a programmable ECU, so can't be remapped in the usual way.

I'm not certain of that, though the link I posted is to a similar vehicle/engine.
